Architecture
Emergency records are prioritized in the sync queue to ensure zero-latency visibility for the ICU and OT teams. Pre-admission records are ephemeral until verified.

In "Bypass Mode", the system creates a temporary `anonymous_enclave_id` to allow immediate clinical logging. Once the patient is stabilized and identified, all logs are merged into the official MRN vault.
ICU Direct Bridge
Requests for ICU admission from Emergency trigger a high-priority "Bed Allocation Request". The ICU supervisor receives a visual telemetry summary of the incoming patient's vitals.
